Since Cal is a Jedi in Star Wars Jedi: Survivor, he needed to keep his old abilities, but it made more difficult for the team to create a system that feels new and allows him to grow towards maybe becoming a Jedi Knight while keeping a suitable challenge level for the players. You are entitled to some surprises if you joined Cal on Fallen Order, but the new system is also newcomer-friendly. The new game will guide you through Cal's abilities so you naturally learn how to use them.
Also, there was a high risk of being repetitive, and Star Wars Jedi: Survivor shouldn't be just an extension of its predecessor. Therefore, the team did put a lot of effort into creating the appropriate combat experience.
"We wanted to introduce new powers that could make you approach encounters in different ways. So that's kind of our high level goal as designers. You know, push and pull, you could do different things to certain enemies that make you play a certain way, or an encounter may end faster, stuff like that. So more agency for the player to approach encounters in different ways. I think it was kind of always the goal. And we see what power works and what doesn't and we work with Lucasfilm and make sure it feels authentic where it can."

Cal's evolution will go beyond combat and it will have an effect on his traversal skills and the ways he interacts with the NPCs.
